Prop 320 Overview

This class will provide a practical overview of Proposition 320, including what the 60% classroom spending requirement means, what counts as classroom spending, the transition timeline, and strategies for reaching the target. The class will also cover A.R.S. §15-511 and key requirements related to bond and override elections.

This class will be led by Christopher Thomas, Director of Legal Strategy for Education Policy at the Goldwater Institute, where he leads Goldwater’s legal strategy for policy matters related to education. Prior to joining Goldwater, Chris provided legal representation to education entities throughout Arizona in private practice and also served as a staff member in the Arizona Legislature. He received his B.A. in Political Science and History from the University of Arizona and his J.D. from the University of Nebraska.
